  19.     These bulletins serve multiple purposes both for the
  20. civil defense or the emergency management agency and the program
  21. participants.
  22.  
  23.     For the agency a major purpose is to assist it in the use
  24. of emergency communications volunteers as unpaid staff. How to
  25. best use them can be very satisfying. Having qualified extended
  26. staff (albeit it unpaid) can provide astonishing benefits to the
  27. agency and the community.
  28.     Material and other assistance about this is available
  29. upon request. Assistance includes on-site seminars for local
  30. government, the emergency management agency and the program
  31. participants. Materials range from policy and guideline
  32. suggestions to actual emergency communications plan preparation
  33. customized to the local needs. A particularly valuable resource
  34. is the State OES manual "Establishing and Maintaining an
  35. Emergency Communications Reserve", which is based on the
  36. information bulletins to Emergency Management Agencies issued by
  37. the Auxiliary Communications Service from l985-1993.  [Free to
  38. California jurisdictions. Others may request a copy with a $12
  39. check payable to the State of California. ]

  41. For the program participants a major purpose is to discover how
  42. to function as "unpaid staff" of the agency alongside the paid
  43. staff; i.e., how to become an integral part of the agencies
  44. day-to-day activity. How to benefit both the participant and the
  45. agency by skills other than "just operating a radio", and the
  46. unheralded rewards and deep sense of a worthwhile contribution
  47. that ensue. With the expansion of Public Safety communications
  48. systems there is a real need for augmentation of staff (albeit
  49. unpaid) capable of providing maintenance and operation of these
  50. systems during extended emergencies. The use of Public Safety
  51. systems by program participants can range from augmenting 911
  52. systems to the emergency installation, maintenance and operation
  53. of local government radios.

  55.     One example of such an integrated emergency
  56. communications program is illustrated by the publication "State
  57. of California Governors Office of Emergency Services Emergency
  58. Communications Reserve, the Auxiliary Communications Service".
  59. How it is implemented and designed is set forth in the 1994 plan
  60. of the same title distributed to California counties and State
  61. and Federal agencies without charge. Others may request a copy
